Hao-Sin grew up in North Korea to an upper-class family and was raised to fit in well to the rigidly totalitarian society. From a young age he was groomed into one of the best in his youth organisation in terms of his political aspirations. One of the reasons for this was due to the high expectations from his father, a general in the North Korean Peoples Army. This may sound like a grand title, but given that the entirey of the military was really under the control of Kim Jong-Il (and more recently Kim Jong-Un), titles like 'General' are more for show with little power except in times of open warfare. Despite this, Hao-Sin's father expected much, and it showed.

After many years in the youth organisations, Hao-Sin's natural talent for politics was noticed and he was groomed as an international agent for the DPRK. His goal was to be assigned to a specific nation and help promote Juche brand Socialism throughout it and gain allies for the North Korean government. He was not known as an amazing fighter, only gaining mediocre scores in the combat training courses, his primary skills are persuasion and politics.

Due to his aptitude and loyalty to the Dear Leader, Hao-Sin was chosen to join the well developed spy network of North Korea. Usually these spies were sent into China and Europe to steal technology and military information. In Hao-Sin's case, however he was to be sent to Los Santos to make money that could be sent back to the nation and also to help spread the Socialist and Juche ideas over there. There were already a few small branches around the country, but with Los Santos' near anarchistic crime rate, it would prove to be fertile ground for criticising capitalism and spreading the glory of the Dear Leader, all the while leaving money-making criminal enterprises open if needed.
